thanks for your last answer.
I'm sorry to disturb you again with questions. I heard the rumour that NPC Switzerland could change the ring-fenced position from MH3 to MH1. If this is true I cannnot understand that, because it was obligation to accept the ring-fenced position or not. In the Paralympics qualification system principles it is clearly written that "the NPC will be required to confirm entry of a qualified athlete in the specific individual class in order to retain the respective qualification slot".
I assume that UCI had considered well where it was necessary to offer ring-fenced positions. If the nations had known in time, that it was possible to give back the ring-fenced slot and to send an athlete of another class they would have made use of it.
In my opinion Switzerland has only the possibility to send a MH3 athlete or to give back this slot to other nations.

If Switzerland makes no use of the MH3 slot Austria would claim this slot as we have a potential medallist in that class, who cannot participate because of the Austrian contingent and whose bipartite application was denied..

 

I hope that everything will happen on the basis of the existing regulations.

I am exremely surprised to read that Christophe Etzlstorfer has been selected to go to the Paralympic Games, given his lack of results in international competitions (World Cups and World Championships). This being said, it is obviously the prerogative of the selection committee.

 

At this point in time, to my knowledge all nations have accepted their ring-fenced slots on the men’s side. This being said, we will only be able to confirm that this is the case with the final entries. If there was any problem with the H3 Men class at that time, I will let you know.

p.s. : Walter Aiblinger did very well in Baie-Comeau and won the World Cup overall classification last week-end.

Some days ago it happened what I was already afraid in my last letter - the responsible Committee of my federation decided to send Christoph Etzlstorfer (MH1) to the Paralympic Games. My favourite athlete Elmar Sternath (MH3) was denied.
The consequence is that Austria has to do the Team Relay with 2 quads! To be honest - also Christoph is worthy to be nominated. The problem is that Austria has only 6 slots.

My question now is if all nations have accepted and confirmed their ring-fenced slots. I don't want to miss any little chance to make it still possible to send Elmar Sternath to the Games.

Thanks for your prompt answer. I am glad to see that Anita will be able to compete in all events at the Games.

 

As for the bipartite application, it will be evaluated this week taking into account all other nations' applications. This being said, though I understand your situation and dilemna, the letter sent to you indicated that you must enter a team relay regardless of the fact you might obtain or not an additional slot.

I confirm the use of the three ring-fenced places (Wolfgang Schattauer H1, Helmut Winterleitner T2 and Anita Ruetz C2).
Anita Ruetz had some injuries the last two years and couldn't compete since the World Championships in Canada 2010, where she was 4th in the TT. In the road race she couldn't start because of sickness. Now she is without injuries and preparing for the Paralympics. She will participate in several P1 races and at the World Cup this year and she is aware of the obligation to compete in all 4 individual events.

Elmar Sternath couldn't provide the necessary points for Austria for the urgently required 7th slot because of the reasons written in the Bipartite allocation. At the moment he has still to qualify for the Paralympics together with 4 riders ( Manfred Putz H2, Christoph Etzlstorfer H1, Georg Schwab C1 and Andreas Zirkl C1). Elmar Sternath would be a very important member for the team relay and his participation can only be guaranteed in accepting the Bipartite allocation.
Without Elmar's Bipartite allocation we have to send a 3rd handcyclist to be able to compete in the team relay. As a consequence the C1 riders cannot qualify anymore and it could also be very realistic that we will have a team with only one H2 (Walter Ablinger) and two H1 athletes if it is Christoph Etzlstorfer who qualifies for the 6th slot - a hopeless situation for the team relay.

Walter Ablinger, Manfred Gattringer and Wolfgang Eibeck are already qualified if nothing unexpected happens.

I have seen that Austria has submitted an application for a bipartite invitation slot for Elmar Sternath (H3). In the application, it is mentioned that he could not compete in several events this year. I hope he is doing better now.

 

Could you indicate to us how you intend to use the 6 slots for men that you have been awarded so far.

 

The first two slots being ring fenced, I presume they will be used by the following athletes :

What about the other four slots for men?

 

·         H2 – Walter Ablinger

Finally, as you know, Austria has obtained one slot for women which is riing fenced (C2). As indicated in the letter sent to Austria, this athlete must also compete in all four individual events on the road and the track. This athlete should be in principle Anita Ruetz. What is the current situation with this athlete. According to our records, the only event she has participated in this year is the World Cup in Segovia, and in 2011 she did not compete in the World Cup in Segovia or the Road and Track World Championships.

 

By accepting this slot, Austria is committing that she will compete in London in both events on the road and both events on the track. Can you guarantee that this will be the case. This is very important for us to know.

 

I would appreciate an answer on your part by Monday if possible.
